Water security is a critical pillar of sustainable development, economic growth, and community well-being. As countries around the world seek innovative solutions to address growing water demands, public-private partnerships have emerged as a powerful model for delivering resilient and efficient infrastructure.
In Saudi Arabia, SHARAKAT has played a leading role in advancing this approach, helping transform the Kingdom’s water sector through strategic partnerships and long-term investment.

Owned by the Ministry of Finance, SHARAKAT serves as the principal off-taker and a key facilitator of public-private partnership (PPP) projects across Saudi Arabia’s water sector. The company plays a vital role in enabling collaboration between the public and private sectors by developing, tendering, and managing PPP projects that support the Kingdom’s water infrastructure needs. Its portfolio spans Independent Water projects, Sewage Treatment projects, Independent Strategic Water Reservoir facilities, Independent Water Transmission Pipeline networks, and Small-Sewage Treatment projects with collection networks.
Through transparent procurement processes and robust contractual frameworks, SHARAKAT helps attract local and international investment while supporting national priorities for sustainable water development.
Over the past two decades, SHARAKAT has evolved alongside Saudi Arabia’s ambitious transformation agenda. Today, the company manages one of the region’s most extensive water PPP portfolios, supporting projects that strengthen water security, improve service reliability, and enhance infrastructure resilience. Its efforts have contributed to attracting more than SAR 56 billion (around $15 billion) in private sector investment into the water sector, creating long-term value for the economy while enabling the delivery of essential infrastructure.
SHARAKAT’s achievements extend beyond infrastructure development. The company has pioneered several first-of-their-kind projects in Saudi Arabia, including strategic water storage projects, independent water transmission systems, wastewater treatment facilities integrated with treated sewage effluent reuse networks, and clusters of small-scale treatment plants developed through PPP models. These initiatives have expanded opportunities for private sector participation while introducing innovative approaches to water infrastructure delivery.

Sustainability is at the heart of SHARAKAT’s mission. Through the adoption of advanced technologies and more efficient project models, SHARAKAT-supported projects have contributed to reducing carbon emissions by more than 10 million tons while improving energy efficiency and supporting the Kingdom’s environmental objectives.
The company has also promoted local content development, capacity building, and knowledge transfer through initiatives designed to empower national talent and strengthen participation across the value chain. Since 2020, its Sharakah graduate development program has provided training opportunities for more than 225 young professionals.
In recognition of its impact, SHARAKAT and its projects have received numerous international awards and industry accolades for excellence in water infrastructure, innovation, financing, and sustainability. These achievements reflect the company’s commitment to delivering world-class outcomes while contributing to Saudi Arabia’s broader development goals.
In 2026, the company launched its renewed corporate identity under the name SHARAKAT, reflecting the central role of partnerships in shaping the future of water infrastructure. More than a new brand, the identity represents a strategic vision built on collaboration, trust, innovation, and shared value creation. It reinforces SHARAKAT’s commitment to connecting public sector priorities with private sector capabilities to deliver sustainable solutions for future generations.
As Saudi Arabia continues its journey towards Vision 2030, SHARAKAT stands as a model for how effective partnerships can drive sustainable development, strengthen water security, and create lasting economic and environmental value. By bringing together investment, expertise, and innovation, SHARAKAT helps to build a more resilient and sustainable water future for the Kingdom and beyond.
SHARAKAT’s high-tech seawater desalination plants are some of the biggest in the world, each one capable of producing more than 600,000 cubic meters of pure drinking water a day.
